All over the country, employers say they see a disturbing downside of tighter labor markets as they try to rebuild from the worst recession since the Depression: They are struggling to find workers who can pass a pre-employment drug test.

Corporate welfare

The dictionary definition of corporate welfare is “government support or subsidy of private business, such as by tax incentives.” Seems pretty innocuous until you start poking around a bit. In fact, it is billions of dollars, maybe hundreds of billions that profitable corporations are siphoning out of your pocket.

The Real Welfare Queens

So, where are those billions going? Let’s look at some of the biggest and most grotesque beneficiaries.

-State and local subsidies account for about $80 billion. GM was gifted $2, 7 billion in grants. Amazon, Boeing, and Microsoft each got over $220 million.

Wal-Mart gets $7.8 billion a year in corporate welfare. $6.2 billion of that are in the form of social welfare their employees get via things like Section 8, SNAP, and Medicaid because Wal-Mart doesn’t offer a living wage for most employees. They are America’s biggest private employer.

-But don’t think Wal-Mart is completely heartless! In 2013, a store in Canton, Ohio held a food drive for employees who would otherwise have not had anything to eat for Thanksgiving. Those Waltons, is there no beginning to their generosity?

-Another $1 billion is saved using tax breaks and loopholes to write off capital investment costs.

-$607 million in federal taxes are avoided through lowered tax rates on capital gains.

-Double-dipping! Not only does Wal-Mart pay their low wage employees so little that they require SNAP benefits, but Wal-Mart captured 20 % of the SNAP market in 2014 . Henry Ford paid his workers well enough so they could afford to buy his cars. The Waltons pay so little that their employees can only afford to shop at Wal-Mart.

-Remember this article about getting money out of politics and how lobbyists spend big money buying Congress? Wal-Mart spends $6-10 million a year lobbying. And it’s working if the numbers above are what we judge by. A better return on investment than the measly 7% us plebs are getting in the stock market.

When corporations get special handouts from the government, we have to pay more in taxes to make up for these hidden tax breaks, subsidies, and loopholes.

You often hear Trump and Republicans in Congress railing against so-called “welfare programs”—by which they mean programs that provide health care or safety nets to ordinary Americans.

But you almost never hear them complaining about another form of welfare that lines the pockets of wealthy corporations

There are several ways corporations get rich on the taxpayer's dime. The most obvious comes through subsidies or tax breaks for certain businesses or industries.

Consider the fossil fuel industry, one of the most profitable and privileged sectors of the economy. Every year, oil companies get to deduct millions of dollars from their tax bills for the cost of new wells, oil exploration, and other drilling and mining expenses.

It's been estimated that repealing these special tax breaks would save taxpayers $39 billion over 10 years.
Other examples of corporate welfare include billions in government subsidies for agricultural conglomerates, pharmaceutical makers, tech giants, and defense contractors.

Other industries don't get these benefits. Meanwhile, most families don't even benefit from tax credits and deductions for child care.

State and local governments are also handing out corporate welfare, often with no strings attached. In 2013, for example, the state of Washington approved a record $8.7 billion handout to Boeing in order “to maintain and grow its workforce within the state.“ What did Boeing do? In the following years, it laid off more than 12,000 workers in the state.

State and local tax breaks for corporations are estimated to cost local schools almost $2 billion a year in lost tax revenue.

It's argued they create jobs, yet nationwide, not a single new job is created. At most, the jobs are merely moved from state to state.

How do corporations get this corporate welfare? Follow the money. They spend hundreds of millions on lobbying and campaign contributions.

An even more insidious example of corporate welfare occurs when corporations don't pay their workers a living wage. As a result, those workers often have to rely on programs like Medicaid, public housing, food stamps, and other safety nets.

Which means you and I and other taxpayers end up subsidizing these low wages so those corporations can enjoy even higher profits for their executives and wealthy investors.

For example, every year, Americans spend an estimated $153 billion in taxes and on programs to subsidize McDonald’s and Walmart’s low-wage workers.

Here's the bottom-line: When corporations get special handouts from the government, it costs the rest of us. We have to pay more in taxes to make up for these hidden tax breaks, subsidies, and loopholes. In turn, there's less money for good schools and roads, Medicare and national defense, and everything else we need.

There are two ways an undocumented immigrant can file taxes.

They can use a fake social security number on their W-2, which they in turn use to file their taxes each year.

They can apply for an Individual Taxpayer Identification Number, which takes about 6-10 weeks to process. This allows anyone without a social security number to file taxes, but it doesn’t authorize work in the U.S., grant any level of citizenship, doesn't give any social security benefits or allow the filer to qualify a dependent for earned income tax credit. About 50 percent of undocumented immigrants file tax returns using the ITIN, for a total of $12 billion state and local taxes in recent tax years, according to Forbes.

According to the IRS, undocumented immigrants who work are not only obligated by law to file taxes, but this could also create a paper trail of compliance in case they end up applying for citizenship later on.

The data from the IRS comes from 2015, when 4.4 million tax returns without social security numbers were filed totaling more than $5.5 billion in payroll and Medicare taxes and $23.6 billion in total taxes.

And according to research from the Social Security Administration, undocumented immigrants paid nearly $13 billion into social security in 2010, a program they are unable to benefit from at this time.

Undocumented Immigrants’ Tax Contributions in California: County-by-County Analysis

Public debates in California over immigrants, specifically around undocumented immigrants, often suffer from insufficient and inaccurate information about the contributions of undocumented immigrants, particularly tax contributions at the local and state level. This new analysis indicates that undocumented immigrants living in the California pay hundreds of millions of dollars each year in local taxes to the counties where they live (more than $1.5 billion) and collectively $3 billion combined in state and local taxes in the state of California.

Just how much do undocumented Californians contribute California and its counties in tax revenues? We estimate that Undocumented California’s tax contributions total $154 million in the Central Valley, $145 million in Orange County, $110 million in San Diego County, $100.6 million in Santa Clara County, $58.3 million in San Bernardino County, $29.3 million in Ventura County, $29.6 million in Sacramento County, and $544 million in Los Angeles County. Undocumented immigrants in these counties also pay a variety of state taxes as documented in the table below.

Tax contributions in California would increase significantly above current levels if all undocumented immigrants currently living in the United States were granted a pathway to citizenship as part of a comprehensive immigration reform. Granting legal status to all undocumented immigrants in the California as part of a comprehensive immigration reform and allowing them to work legally would increase their effective tax rate, thereby increasing their state and local tax contributions.
